The scope management plan is a subsidiary plan of the project management plan and is the primary output of the Plan Scope Management process. It provides the roadmap for how the project team will approach scope throughout the project lifecycle, ensuring consistency and reducing the risk of scope-related issues.

The plan typically describes the process for preparing the project scope statement, the process for creating the WBS from the scope statement, how the scope baseline will be established and approved, and how changes to the scope baseline will be processed. It sets clear expectations for how deliverables will be formally accepted through the Validate Scope process.

While the scope management plan describes how to manage scope, it does not define the actual scope itself. The scope is defined later through the Collect Requirements and Define Scope processes. The scope management plan may be formal and detailed or informal and broadly framed, depending on the needs of the project.
